It depends. Hannibal kills and consumes for a wide variety of reasons. [ Which Will was a little leery about getting into those types of details as some of them were private to Hannibal. ]

The Ripper chooses his victims from a pool of individuals he finds rude. People who are, in his eyes, no better than pigs due to their behavior and he treats them accordingly.
