We got from a dream chat with the collective early on that the Admin's one part of something bigger. I think she's probably the most visible portion of the AI system in the town. My guess would be whatever else it is, is our rogue AI puppeting her when it needs to. I'm not sure there's much outside this town, whether Norfinbury's some augmented reality or actual reality. Any humans that are still alive are probably underground and have better things to do than actively run an experiment like this.
